National Education Minister Mohammad Nuh give an appreciation of all relevant public's perception of National Examination (UN). All of this view, he said, showed public awareness of the education.

"The government gives an appreciation of community views relevant UN, whatever it is. Why, because the views that show a high public awareness of education. If it does not matter, people will not comment anything," he said, after opening the Convention on Campus Annual Gathering VI and XII Forum Rektor Indonesia in Pontianak, West Kalimantan, Friday (8/1/2010).

Noah said the UN is part of the evaluation methods. Evaluation itself is part of the learning process. "UN should not be seen as the one (method)," he said.

Minister likens, evaluation is like taking care of trees in the forest. Let us not busy with one tree and hold, while the other trees in the forest are not neglected. "We can single out the other trees," said Noah.

Given the method, the UN is not the only, there are other methods. The government chose a particular method because it considers the positive and negative impacts.

"The government does not mean not thinking about other methods. Another method that we have exercised plus minusnya. UN (now) we also see what minusnya plus. From there, the most plusnya and less on the UN minusnya there now," he said.

At the UN this time, the light of Noah, there is the main test, repeated examinations, and follow-up examinations. If you do not pass the test repeated, there is a test package C. "It's opened up opportunities and accommodate them," added the minister.

UN History

Noah trace the history of the UN, who was in Indonesia is nothing new and has existed since Indonesia is not yet independent. He said, there are countries that apply the test until 1971 and then passed a little.

Starting in 1969 until the year 1972 Repelita created a new model to increase gross enrollment rate. At that time, because the pass a little, then the seat of the available lots are empty. At the same time built to increase the presidential primary WFA.

"In the 1972-1992 school exam was developed, in which the school was invited to determine graduation. After 20 years studied there was an interesting phenomenon, namely 100 persenisasi. Why, really 100 percent, cook all graduated? Logic is not there that do not pass," he said.

Years 1992-2002, continued Noah, comes the final stage of the evaluation study of national or EBTANAS, which combines the UN with school exams. Certain subjects assessed and graded schools nationwide. From there it is calculated using a specific formula for determining graduation.

"There are interesting facts observed, where values dropped gapnya UN compared test scores from school. Gap in value between 2.5 to 3. For example, school grades 6, proved the value of 3 UN," he said. "There is an effort to boost school grades so that students can graduate," he added.

Finally, in 2003, there was a change to UAN or would be known as the UN. Certain subjects assessed the state, most other schools assessed fully. When started, the value of graduation standards that apply at that time only 3. It was based on the average value of the previous EBTANAS only three.

"Right now the prevailing UN values average 5.5 and still be a value of 4 subjects," he said.

Noah explains, current graduation students are determined by four points, including the student has completed all the learning program, passed by the school on subjects moral character, pass the subjects tested by the school, and the last pass the national examination.

UN fair?

When asked about the heterogeneity of the quality education in Indonesia, and even some of them are still worrying, but applied the same test all over Indonesia, Noah realized it.

"What the hell? What school fair in one confined area and other areas because excess kok rolled into one. It's not fair," Noah accountability.

Departure from the situation, he says, it's where the government does not fix the reason for passing grade standard 6 or 7. Other countries that value math at least 6, but in our country should value 4.

"But, if the Indonesian 4 score was strange, wong kok's own language. Number 4 was already accommodating that we believe there are schools that infrastructure still needs to be encouraged to continue," he said.

The government, he said, currently is working to complete the minimum service standards (SPM) in schools, including infrastructure improvement. Although there is a condition of school infrastructure was still not good, not seen an eye that the school was not a smart kid.

"If there's an idea that schools meet the standards (service) tested their own minimum and that has not been tested alone, it had a big discrimination. As if the students are from schools is not good does not have the same opportunities as other schools," he said.

Finally the minister hoped, the school and all elements of society can support students to prepare for the UN well.
